Our team supports FEMA Public Assistance delivery, along with grant writing and administration across Public Assistance, Individual Assistance, Hazard Mitigation Assistance, and CDBG-DR programs. We bring deep expertise in project formulation, cost estimating, including Cost Estimating Format reviews, and financial reconciliation, ensuring projects are accurately developed, defensible, and positioned for full reimbursement, while also providing targeted support in environmental and historic preservation compliance, construction and project management, site inspections, and applicant closeout strategies.

Pelican also maintains staff based in Puerto Rico who are fluent in Spanish, ensuring effective communication and culturally informed service delivery in bilingual environments.
